How can unions help build workplace learning programs?

The AFL-CIO has created the Working for America Institute (WAI) to support union strategies for building good jobs and strong communities through an economy based on skills, innovation, opportunity, sustainability, and equitably shared prosperity. WAI facilitates partnerships of unions and employers, industry groups and community groups, workers and academic and political leaders, foundations and government agencies, and schools and colleges to build workplace learning programs to develop these strategies. A wealth of resources are available through the website.

National Association of State Workforce Agencies:Workforce ATM
The National Association of State Workforce Agencies is the national organization of state administrators of unemployment insurance, employment and training services, and labor market information programs in the 50 states, the District of Columbia, Puerto Rico, and the Virgin Islands. Their website includes many links to workforce educational resources, job opportunties, and publications from the Center for Employment Security Education and Research.

Shared Work, Valued Care: New Norms for Organizing Market Work and Unpaid Care Work
The emphasis in the recent "reform" of welfare in the U.S. on "work first" over "care first" has placed a greater value on having a woman work at minimum wage cleaning hotel rooms than on having her care for her child - even though her earnings will still leave her and her children impoverished. This study examines practices in Japan, Australia, Sweden, Germany, the Netherlands, and Italy to gain insights into how work and care responsibilities might realistically be reorganized to better meet the needs of working families.

Steps to Employment
Steps to Employment is a series of workshop manuals, ready for use in settlement and integration programs in Ontario. The Steps to Employment workshop manuals include a workbook for participants, notes for instructors, and an implementation guide. Each of the eighteen workbooks represents a group of related occupations. Although the materials are designed to enrich the LINC program in Ontario, employers, recruiters, unions and trainers who wish to provide newcomers with an intensive, sector-specific language training workshop will also find the materials useful. Organizations can use the series as employment orientation sessions offered to foreign-trained workers in one of the occupational groupings addressed by the series, as self-study workbooks, for one-on-one tutoring, or as a pre-job-search workshop.

Team Evaluation: A Guide for Workplace Education Programs This guide describes a collaborative approach to high quality and relevant evaluation of a workplace basic skills program that can be carried out as part of normal program operations. It is designed for use by educators, union representatives, managers, supervisors, participating employees, and funders. The guide is organized into five phases.
